Charlie has over 40 years of experience as a coastal and ocean Marine Scientist with concentrations in geological oceanography, coastal ocean environmental resource management and flood hazard resiliency. Charlie also has over 30 years of nationally recognized coastal and offshore regulatory permitting expertise with over 11 years of formerly directing state coastal zone environmental regulatory programs in both VA and MA. He has also authored and co-authored a variety of Coastal Zone, Public Trust Doctrine and Port & Harbor Development regulations and policies. Charlie is considered an expert coastal ocean resource scientist with extensive large-project permitting experience at both national and international levels.
